About Constable Bill Gipson

Constable Bill Gipson was born in Galveston, Texas. He grew up in Henderson, Texas where he is a graduate of the Henderson public school system. He has over 20 years of law enforcement and criminal justice experience. He has a Bachelor of Applied Arts and Sciences with a concentration in Criminal Justice from Stephen F. Austin State University and a Masters of Public Administration from Texas Southern University.

Constable Gipson began his career with the Texas private prison system at Bradshaw State Jail in 1998 as a correctional officer. After graduating from college he soon began his law enforcement career with the Smith County Sheriff’s Office in 2005. After serving in Smith County, he started his journey at the Dallas County Sheriff’s Office as a Deputy Sheriff and worked in various operations from Traffic/Patrol Division, Detention Services, Release Division, and Court Services. Constable Gipson most recently severed as a Senior Sergeant Criminal Investigator in the Juvenile Division of the Dallas County District Attorney’s Office; he was responsible for a range of responsibilities. He collected and prepared sensitive evidence for numerous trials, identified and compiled pertinent data for the use of the Assistant District Attorney’s by formulating strategies to address significant factors in moderate to specialized cases.

Constable Gipson holds a Master Peace Officer Certification and Master Jailer Certification from the Texas Commission on Law Enforcement. He has received training in Special Investigative Topics, Interdiction for Protection of Children, Homicide/Assault Investigation, Auto Theft/Motor Vehicle Investigation, and holds an Instructor Certification.

Constable Gipson has over 17 years of experience in the Army Reserves where he serves as a First Sergeant. He is currently the First Sergeant at 2/381st Training Support battalion. He have served in many positions including unit armorer, unit supply sergeant, observer controller trainer (OC/T), battalion S-4 NCOIC, brigade senior motor pool sergeant, and brigade S-4 NCOIC. He has completed many leadership and management courses even Property Book Officers /Managers Course, and Senior Leaders Course. He is the recipient of numerous military awards and decorations including multiple Army Commendation Medals with 2 oak leaf clusters and Global War on Terrorism Service Medal.

Constable Gipson is a faithful member of the Shiloh Church in Garland. He is a member of Texas Association of Counties, Justice of Peace and Constable Association, Toastmasters International, and numerous other professional development associations. He serves on several local boards and community organizations. Constable Gipson is a proud member of Phi Beta Sigma Fraternity, Incorporated. He and Latonya, his beautiful wife of 8 years, are the proud parents of two lovely daughters and one son, Kimora, Josiah, and Jazmyne.

Precinct 2 includes Garland, Mesquite, Sunnyvale and Rowlett (Dallas County).  Also, parts of Sachse, Balch Springs, and Dallas (east of White Rock Lake) are also located in Precinct 2.
